Storm Water Management Projects Information
Resolution Approved to Vacate and Discontinue a Portion of Mohr Road
At the March 27, 2017 Joint Village Board and Plan Commission meeting, the Plan Commission favorably recommended Village Board approval to vacate and discontinue a portion of Mohr Road with conditions. The Pig in the Park Permit Application was approved and will be held at Reid Park on July 8, 2017. This will be the second year that the event will be held in July rather than over Labor Day weekend.
Three New Employees Approved for Hire at the March 6, 2017 Meeting
Police Chief Steve Olson's retirement date has been set for March 10, 2017; also the date Sergeant Jeff Cates will be promoted to Chief and Officer Derrick Goetsch will be promoted to Sergeant. The Board approved hiring a full-time officer and a three-quarters time officer to fill the vacancies left by the promotions. A new Crew Member was also hired to fill a vacancy at the Department of Public Works.
WATER RATE INCREASE INCREASE FOR 2017 APPROVED
At the February, 2017 Village Board meeting, a water rate increase was approved effective for the April, 2017 bill. Ordinance 020617-02 can be viewed here. A public hearing was scheduled for Monday, March 27, 2017 to consider vacating and discontinuing a portion of Mohr Road. Since staff found out a levy limit referendum cannot be held at the spring election on an odd numbered year, and a special election in the fall will be likely, the board approved a budget amendment to continue EMS services through the end of the year.
REFERENDUM SCHEDULED FOR THE 2017 SPRING ELECTION
6:00 pm to 6:00 am nighttime EMS coverage, which is currently provided through Paratech Ambulance Service, Inc., was not included in the 2017 budget. Up until the commencement of the bridge reconstruction project, only daytime EMS services were provided by Paratech and nighttime coverage was on a volunteer basis. At the November 21, 2016 budget hearing and rescheduled monthly meeting, the board voted to extend nighttime EMS coverage by Paratech through April 30, 2017 and authorize staff to plan for a referendum at the Spring Election to authorize special assessment funding for EMS services.
VILLAGE BOARD APPROVES CONTRACTS BETWEEN THE VILLAGE AND VISU-SEWER, REUKERT-MIELKE & EHLERS
At the September 12, 2016 Village Board meeting, the Board approved contracts between the Village and Visu-Sewer, the Village and Reukert-Mielke and the Village and Ehlers in order to move forward with the sanitary sewer facilities management plan. Visu-Sewer will begin work around Thanksgiving to determine whether the current sanitary system can be rehabilitated or whether a Low Pressure System with individual grinder pumps should be considered in order to alleviate the issues with the old, vitrified clay pipe sewer lines.

VILLAGE BOARD APPROVES PROPOSED CSM FILED FOR STFV 00227 (FORMERLY 122 FONTANA AVE) AND SITE PLAN FILED FOR 102 W MAIN STREET
At the Village Board meeting held on Monday, May 2, 2016, the Board approved a CSM filed by Zoran Atlija to subdivide the lot located on Mill Street and Fontana Avenue into two lots. The application was approved with conditions. A Site Plan filed by Jerry's Majestic Marine for the Lot at 102 W. Main Street was approved with the same conditions imposed on the lot located across the street at 138 Fontana Blvd. A subsequent Village Board meeting was held on May 5, 2016 to reconsider the South Lakeshore Drive Bridge weight limit. The bridge is expected to be open on May 20, 2016.

PARK PERMIT APPLICATION APPROVED BY VILLAGE BOARD FOR THURSDAY,
JUNE 30, 2016 - KANSAS TO HEADLINE AT DUCK POND PAVILION
Rock Central filed an application to reserve Duck Pond for a fundraising event taking place on Thursday, June 30, 2016. Village Board approved the permit but referred it back to the Protection Committee to review safety and enforcement concerns.
VILLAGE BOARD AUTHORIZES RESOLUTION FOR THE SALE AND ISSUANCE OF NO
VILLAGE BOARD APPROVES SEVERAL ZONING ORDINANCE AMENDMENTS AND TWO CUP RESOLUTIONS
During the Village Board meeting held March 7, 2016, the board approved four ordinance amendments to Zoning Ordinance Section Chapter 18. The changes were primarily corrections to the Zoning Code after the 2012 rewrite. Two Conditional Use Applications were approved for The Abbey Harbor Condominium Association and for the Hoffmann Residence at 389 N. Lakeshore Drive. Minutes

VILLAGE BOARD AUTHORIZES RESOLUTION FOR THE SALE AND ISSUANCE OF NOT TO EXCEED $2,790,000 GENERAL OBLIGATION CORPORATE PURPOSE BONDS
At the February 8, 2016 Village Board Meeting, the Village Board Members voted on a 4-1 vote to approve the issuance of General Obligation Corporate Purpose Bonds in the amount not to exceed $2,790,000. The borrowings will fund sewerage improvements, street improvements, fire department engines and equipment and bridge improvements. VILLAGE BOARD AUTHORIZES FIVE GENERAL OBLIGATION BONDING RESOLUTIONS
At the meeting held on Monday, January 11, 2016, the Village Board approved bonding resolutions for sewerage improvements, street improvements, fire engines and other fire equipment, bridge improvements and other related details. VILLAGE BOARD ADOPTS TAX RATE AND TAX LEVIES FOR 2015 COLLECTED IN 2016
At the rescheduled monthly Village Board meeting and Budget Public Hearing held Monday, November 23, 2015, the Board adopted the 2016 Municipal Budget and Tax Levy. Two Resolutions adopting the tax rate and recognizing the 2015 tax levies for collection in 2016 were also adopted. VILLAGE BOARD APPROVES SALARY AMENDMENT AND CUP/ZONING APPLICATIONS FILED FOR WALWORTH ETZ DISTRICT
At the Tuesday, October 13, 2015 Village Board meeting, the board approved the rezone and CUP application filed by Fontana Holding Company, Inc., in Walworth Township ETZ district to allow construction of ten boat storage buildings. The board also approved an amended payroll resolution to increase PT Police Officer's Pay and and an Ordinance removing the mandatory certified survey requirement from pier permit applications.
BOARD ADOPTS TWO MINOR ORDINANCE CHANGES AND PAYROLL RESOLUTION
On Tuesday, September 1, 2015, the Board voted to correct a slight error in the municipal code and change the boat trailer parking lot from Lot No. 3 to Lot No. 4, as it has been posted for years. The Board also agreed to restrict parking on the north side of Bay View Avenue and amend Payroll Resolution 080315-02.
BOARD APPROVES AMENDING BOARD OF REVIEW ORDINANCE AND ADOPTS BAN AGAINST SYNTHETIC MARIJUANA
At the August 3, 2015 Village Board meeting, the Trustees voted to adopt an ordinance reflecting a state statute change that allows board of review members the discretion to accept alternate forms of testimony during a hearing. The board also adopted a ban on synthetic marijuana which includes the possession, purchase, display, sale and use.

BOARD APPROVES 2014 AUDIT, OUTDOOR ALCOHOL SERVICE HOURS AMENDMENT
The Village Board of Trustees approved a motion at its July 8, 2015 monthly meeting to accept the 2014 Audit Report, and to adopt an Ordinance amendment to extend the outdoor alcohol service hours by one hour.
BOARD APPROVES CHANGE REGARDING HOURS OF SALE FOR LIQUOR LICENSE HOLDERS
The Village of Fontana Board of Trustees approved a motion at its June 1, 2015 monthly meeting to amend Village Ordinance 6-22 regarding liquor license sales in order to be consistent with Wisconsin State Statutes. To see the ordinance, click here.
BOARD APPROVES ZONING ORDINANCE AMENDMENTS AND ADOPTS PAYROLL RESOLUTION
The board passed two zoning ordinance amendments at the May 4, 2015 Village Board Meeting. The first ordinance removes a sentence regarding Extraterritorial Plat Reviews from Section 17-5(7), and the second ordinance approves the Planned Development application submitted by John Tracy for the Lakeview Terrace Townhomes on the corner of Third Avenue.

At the Village Board Meeting held Monday, April 6, 2015, the Board passed an amended Tobacco Use Ordinance and three Resolutions, one of which grants the sale and issuance of $7,805,000 General Obligation and Corporate Bonds. Minutes
BOARD APPROVES PFC AND ZONING ORDINANCE AMENDMENTS
The Board of Trustees voted on a total of seven (7) Resolutions and three (3) Ordinances at the monthly meeting held March 2, 2015. Minutes
Four (4) of the Resolutions will allow the Issuance of General Obligation Bonds. A Resolution approving the Precise Implementation Plan for the Shodeen Development, "The Rowhomes of Fontana" was also approved. Additionally, an Ordinance was passed by the board regarding Accessory Structure Setback requirements after receiving a positive response at the Public Hearing held at the February 23, 2015 Plan Commission Meeting.

BOARD APPROVES EMERGENCY BRIDGE REPAIR PROJECT
The South Lakeshore Drive bridge in the Village of Fontana at the
Abbey Harbor was closed to traffic following an extensive inspection of the
structure Thursday, June 26, 2014. A repair project to have one lane of the
bridge reopened for automobile and emergency vehicle traffic by July 3, 2014
commenced Monday morning, June 30, 2014. Weather permitting, the project will be completed by
Collins Engineering, Inc., Milwaukee and the Wisconsin DOT ruled
June 26, 2014 that the bridge was unsafe for motor vehicle traffic and should be
immediately closed pending a repair or replacement project. Traffic is being
detoured south on Highway 67 to County Highway B, to Indian Hills Road and back
to South Lakeshore Drive.
Pedestrians may walk over the bridge, and boaters may continue to
use the Abbey channel under the bridge following the repair project. The sidewalks under the bridge will remain
closed until a reconstruction project has been completed. Engineer Notice

BOARD APPROVES LIQUOR & OPERATOR LICENSE RENEWALS
The Village of Fontana Board of Trustees approved the annual renewal applications for the Village of Fontana liquor licenses and Operator's Licenses at the regular monthly meeting held Monday, June 2, 2014.Minutes
The Board also approved resolutions adopting a communications and social media policy, authorizing the 2013 budget amendments, and authorizing the Wisconsin DNR Compliance Maintenance Annual Report for the wastewater collection system.

The Village of Fontana Board of Trustees approved $4,430,000 in bond sales at its regular monthly meeting Monday, March 3, 2014.
The Village Board also approved the administrator employment agreement with Village Clerk/Administrator Dennis Martin, extended the contracted services agreement with Interim Treasurer Scott Vilona by 30 more days, and approved a facade improvement plan and 10-year lease extension for the Lake Street Marine Building. BOARD APPROVES $4,475,000 BONDING AMORTIZATION SCHEDULE
The Village of Fontana Finance Committee and Board of Trustees held special meetings Thursday, February 6, 2014 to set the final amortization schedule for the $4,475,000 bonding plan.
The Village Board also approved motions at is special meeting to set the salary for Village Clerk/Administrator Dennis Martin, to direct Martin to attempt to hire a new village clerk who has some municipal treasurer's experience, and to extend the contracted services agreement with Interim Treasurer Scott Vilona by 30 days from is initial expiration date. The Village of Fontana Board of Trustees approved motions at the monthly Village Board meeting held February 3, 2014 to authorize a $4,475,000 bonding proposal and to adopt the recommendations in the Human Resources Study and Recommendations presented last month by Allan Kaminski. Minutes

The Village of Fontana Board of Trustees approved a motion to accept the Study and Recommendations for the Positions of Village Administrator, Village Treasurer, Village Clerk, Director of Public Works and Ancillary: Human Resource Management Assessment as completed and submitted by Allan Kaminski at a special Village Board meeting held January 20, 2014. The motion also included direction for staff to schedule for the next monthly meeting the necessary closed session items for the adoption of the recommendations; and to post the necessary open session items to approve the recommendations made in the closed session.
The Board also approved motions at the special meeting to authorize easement negotiations for 2014 storm water projects, to approve the 2014 contract with KAS Cleaning, to approve the December 2013 village attorney's monthly invoice for services, and to direct village staff to have the building at 138 Fontana Boulevard refurbished and repaired following recent flood damage caused by a frozen and broken water pipe.

BOARD APPROVES RESIGNATION, EMS FEES, NEW DEPUTY CHIEF
The Village of Fontana Board of Trustees approved the resignation of Administrator/Treasurer Kelly Hayden, a resolution that authorizes an increase in the fees charged for Village of Fontana Fire and Rescue Department emergency service calls, and approved the appointment of Courtney Castelein as the department's new deputy chief at a special meeting held Monday, October 28, 2013. Hayden submitted a resignation letter on October 9, 2013 with a 60-day notice and her last date of full-time employment will be December 7, 2013. The letter states in part: “I have gained so much experience, personal growth, and lasting friendships throughout my tenure here at Fontana, and I look forward to expanding my career path as I have accepted a management position with the City of Delavan.”

VILLAGE COMBINES FIRE AND RESCUE DEPARTMENTS, APPROVES AMBULANCE SERVICE CONTRACT WITH PARATECH
The Village of Fontana Board of Trustees approved Protection Committee recommendations at a special joint session meeting held Monday, July 22, 2013 to combine the Fire Department and the Rescue Squad into one consolidated department and to authorize a contract with Paratech Ambulance Service to provide rescue call services from 6:00 am to 6:00 pm, seven days a week. The proposed contract with Paratech still needs to be finalized by the Village Attorney before it is executed, and an ordinance that ratifies the consolidation of the Fire Department and Rescue Squad still needs to be published before the current Rescue Squad is disbanded.
VILLAGE BOARD DIRECTS ZONING CODE AMENDMENT RESEARCH
Despite the September 2012 completion of a two-year process to rewrite the Village of Fontana Zoning Ordinance and adopt a new Zoning Map, the Board of Trustees directed staff at the monthly meeting held Monday, July 1, 2013 to revisit research on "McMansion" development restrictions for the lakefront residential zoning district, and directed staff to not enforce the lakefront commercial zoning standards that govern existing nonconforming structures and temporary sunshade awnings while an amendment is drafted and approved to change the adopted standards.
The zoning code amendment research will be presented to the Plan Commission for a recommendation to the Village Board.

VILLAGE BOARD POSTPONES ZONING CODE REWRITE HEARING
The Village of Fontana Board of Trustees approved a motion at its rescheduled monthly meeting held Monday, January 9, 2012 to postpone by one month the public hearing scheduled to present the rewritten Municipal Code Chapters 17 and 18 and the new Zoning Map so that an additional village staff meeting can be scheduled with the attorney representing the Geneva Lake Conservancy. The yearlong rewrite project, which has been subject to six public workshop meetings held between March and November 2011, was scheduled for completion following a February 27, 2012 public hearing; however, the Village Board voted to postpone the hearing and grant the Geneva Lake Conservancy request to schedule a special staff meeting for its attorney to present his concerns to the Village attorney and Village planner.
The Village Board also voted to approve a new sign at Fontana Family Chiropractic, 450 Mill Street, Suite 102, despite a recommendation from the Plan Commission to deny the request; received a report from Britt Isham on the deer bow hunting season in the Village; approved a request by the Abbey Resort to erect its outdoor event tent three weeks early in 2012; and approved the budgeted purchase of a new wheel loader for the Department of Public Works.
